รวบสารวัตรสอบสวนโรงพักสะเดาเรียกเงินผู้ต้องหาชาวมาเลเซีย 2 หมื่น เป็นค่าธรรมเนียมในการดำเนินคดีหรือเป็นกติกาในการทำคดี

เมื่อเวลา 14.30 น.วันที่(27ม.ค.68) เจ้าหน้าที่จากสำนักงานคณะกรรมการป้องกันและปราบปรามการทุจริตแห่งชาติหรือ ป.ป.ช. และเจ้าหน้าที่จากสำนักงานคณะกรรมการป้องกันและปราบปรามการทุจริตในภาครัฐหรือป.ป.ทปปท.ร่วมกับตำรวจสอบสวนกลางและตำรวจกองบังคับการสืบสวนตำรวจภูธรภาค9 วางแผนจับกุม พ.ต.ท. สว.(สอบสวน) สภ.สะเดา จ.สงขลา ในข้อหา เจ้าพนักงานปฏิบัติหรือละเว้นการปฏิบัติหน้าที่โดยมิชอบ เพื่อให้เกิดความเสียหายแก่ผู้หนึ่งผู้ใด หรือปฏิบัติหรือละเว้นการปฏิบัติหน้าที่โดยทุจริต

หลังจากที่เจ้าหน้าที่ปปช. และปปท. ได้รับแจ้งว่ามีเจ้าหน้าที่ตำรวจสังกัดตำรวจภูธรภาค 9 เรียกรับเงินจากนาย ฮาบี๊บ อะห์หมัด กอเซ็ม ชาวมาเลเซียผู้เสียหายโดยมิชอบ
จึงได้ทำหนังสือขอความร่วมมือและขอกำลังจาก บก.สส.ภ.9 และได้นำธนบัตรมาที่ลงบันทึกประจำวันไวเพื่อใช้ในการจับกุมจำนวนทั้งสิ้น 15,000 บาท ที่ บก.สส.ภ.9
จากนั้นได้วางแผนเข้าทำการจับกุม พ.ต.ท. สว.(สอบสวน) สภ.สะเดา พร้อมด้วยเงินของกลาง โดยเข้าไปจับในร้านแห่งหนึ่งใน อ.สะเดา
โดยมีพฤติการณ์กระทำความผิดมีอยู่ว่าสืบเนื่องจากเมื่อวันที่ 26 ม.ค.68 เวลา 05.10 น. เจ้าหน้าที่ตำรวจได้จับกุมตัวนายฮาปี๊บ อะห์หมัดกอเซ็ม ข้อหา มีอาวุธปืนและเครื่องกระสุนปืนไว้ในความครอบครองโดยไม่รับอนุญาตและนำส่งพนักงานสอบสวน สภ. สะเดา โดยมี พ.ต.ท. สว.(สอบสวน ) เป็นเจ้าของสำนวนคดี และผู้ต้องหาได้มีการยื่นประกันตัว ในวงเงิน 75,000 บาท โดยมีค่าดำเนินการอำนวยความสะดวกอีก 5,000 บาท รวมเป็นเงิน 80,000 บาท
โดยภรรยาของผู้ต้องหา ซึ่งเป็นชาวมาเลเซีย ได้นำเงิน มาเลเซียมาแลกเป็นเงินไทยนำมาประกันตัว โดยนำมามอบให้กับพนักงานสอบสวนเพื่อประกันตัว

ต่อมา พ.ต.ท. ได้ติดต่อนายฮาปี๊บ เพื่อขอเงินจำนวน 20,000 บาท โดยแจ้งว่า เป็นค่าธรรมเนียมในการดำเนินคดีหรือเป็นกติกาในการทำคดี
นายฮาปี๊บ จึงได้เดินทางไปร้องเรียนต่อเจ้าหน้าที่ปปช. และปปช. และได้รวบรวมพยานหลักฐานเพิ่มเติม พร้อมรายงานให้คณะกรรมการ ปปช. ชุดใหญ่ทราบ และได้สั่งการให้มาประสานกับ บก.สส.ภ.9 เพื่อขอกำลังและเข้าทำการจับกุม
พร้อมกับได้นำเงิน 15,000 บาท ลงประจำวันเป็นหลักฐาน ที่ บก.สส.ภ.9 และวางแผนจับกุม พ.ต.ท.นันทกฤษณ์ฯ นำส่งพนักงานสอบสวน สภ.สะเดา ดำเนินคดีตามกฎหมาย

At 2:30 p.m. on January 27, 2025, officers from the National Anti-Corruption Commission (NACC) and officers from the Office of the Public Sector Anti-Corruption Commission (PACC), together with the Central Investigation Police and the Investigation Division of the Provincial Police Region 9, planned to arrest Pol. Lt. Col. (Investigation) of Sadao Police Station, Songkhla Province, on charges of an officer acting or neglecting to act in an improper manner to cause damage to a person or acting or neglecting to act in an improper manner

After the NACC and PACC officers were notified that a police officer from the Provincial Police Region 9 had demanded money from Mr. Habib Ahmad Qasem, a Malaysian national who was the victim, in an improper manner
Therefore, a letter was written requesting cooperation and requesting forces from the Crime Suppression Division 9 and 15,000 baht in banknotes were brought to record the daily record for the arrest at the Crime Suppression Division 9.
Then, a plan was made to arrest Pol. Lt. Col. (Investigation) of Sadao Police Station along with the evidence by arresting him at a shop in Sadao District.
The offense was committed as follows: on January 26, 2025 at 05.10 a.m., the police arrested Mr. Hapib Ahmad Kasem on charges of possessing a firearm and ammunition without permission and sent him to the investigation officer at Sadao Police Station. Pol. Lt. Col. (Investigation) is the owner of the case file and the suspect has applied for bail of 75,000 baht with a facilitation fee of 5,000 baht, totaling 80,000 baht.
The suspect\’s wife, who is Malaysian, exchanged Malaysian money for Thai money to post bail. By bringing it to the investigator for bail.

Later, Pol. Lt. Col. contacted Mr. Hapee to ask for 20,000 baht, stating that it was a legal fee or a rule in the case.
Mr. Hapee went to file a complaint with the NACC and NACC officers and collected additional evidence and reported it to the NACC committee. He ordered them to coordinate with the Crime Suppression Division 9 to request forces and make an arrest.
He also filed 15,000 baht as evidence at the Crime Suppression Division 9 and planned to arrest Pol. Lt. Col. Nantakrit and send him to the investigation officer at Sadao Police Station for legal proceedings.
